Recover the user's frozen assets from the Mangata sovereign address

Background

As many are aware, Mangata has officially exited the Kusama ecosystem. See the announcement: https://www.mangata.finance

Mangata's parachain has ceased block production. However, some Bifrost users still hold cross-chain assets on Mangata, which are now frozen on its chain. Given that the Mangata parachain is unlikely to restart, I propose that Bifrost initiates a governance motion to remap these frozen assets directly to users on Bifrost based on their Mangata addresses and balances.

Proposal

The assets should be remapped by transferring the equivalent amount of tokens from Mangata’s reserve address on the Bifrost chain to the respective user addresses.

Special Cases

For assets that were stored under Mangata system addresses, they will be transferred to the Bifrost Foundation address. This ensures that these assets can later be reassigned to addresses that can provide valid ownership proofs.

A user has reported a failed cross-chain transfer due to the Mangata parachain shutdown. The affected BNC assets associated with this failed transaction will also be manually returned to the user's address.
