Fix KSM where a user got stuck due to xcm asset cross-chain failure

Due to a cross-chain issue with xcm, users' KSM was destroyed on Bifrost without receiving the corresponding amount of KSM on Kusama. We have identified the issue, and it will not affect the normal operation of the chain.

This proposal will reissue 8162998142377862 KSM on Bifrost to the user's address in order to restore the state before this failed transaction.
