Rationale:

To mitigate potential oracle-related security risks, this action temporarily disables all existing signed oracle feeders. After execution, previous oracle members will no longer be
authorized to submit oracle price updates.

Expected impact:

Existing oracle prices will remain in storage and may continue to be used by dependent pallets, but they will stop receiving updates from normal oracle members. Root-origin oracle
updates and emergency price controls remain available if intervention is required.

This action is intended as a temporary protective measure until the oracle feeder set is reviewed and restored safely.
