Incentive stop matters

• Set the incentive parameter to 0
• If there are any remaining incentives that have not been issued, they can be transferred back to the treasury through governance
• Set the maximum number of active Collators to 4 (make sure that the 4 collators of Bifrost Seed are active in the initial stage) (in addition, the 3 non-seed nodes you run can be offline)
• Temporarily shorten the round period to facilitate quick redemption
