Bifrost Kusama: Cross 700,000 BNC to Bifrost Polkadot to support BNC Listing on HydraDX Omnipool

In order to support the proposal to list BNC on HydraDX Omnipool, this proposal aims to cross 700,000 BNC from Bifrost Ecosystem Reserved Fund to the Cross-Chain bridge Address, then executing the liquidity providing steps on Polkadot side.
